What creates the price action?

It’s market participants, yes.

But the point is that there are different types of market participants.

So the technical setups you see on the chart have more meaning when they are created by the type of market participants who are well informed and know what they are doing.

And that’s where fundamentals can come into play.

With fundamentals you can understand and make sense of the strength of what you are seeing on the chart.
